In this case the owner of the ships was turn to bankrupt mode. They thought that they can save more money to the one who are cheapest to pay than the one who is the most standard one.
As a token or privilege to the Filipino crew, they bring back there ship to Filipinos. They increase the salary of the Filipino crew just to have the trust of the Filipino crew back to there ship.
